The Engineer is under the orders and control of the Head Railway Bureau and in order to concentrate responsibility he undertakes the due carrying out of the whole work.

4. Any written representations which the engineer may address to H.E. the Viceroy shall be transmitted on his behalf by the Head Railway Bureau which shall ask for H.E's reply: there may not be direct representations.

5. In his business relations with the newly-engaged technical expert (literally "master of arts") the engineer may deal harmoniously. The engineer will talk over with the new expert the proper work and duties of the various technical experts, skilled hands and assistants, and the result of their consultations will forthwith be reported by the engineer for the confirmation of the Head Railway Bureau which will make appointments accordingly. But as regards the proceedings of all technical experts, skilled hands and assistants on the works the engineer has the right to examine into their qualification, fitness, industry and behaviour in order to insure the due carrying out of the work.

6. The trace laid down by the technical experts and all their settled plans will not be upset by the engineer nor will he re-draw the plans already drawn by them. If any alterations in the trace and any fresh drawings are necessary, the engineer will talk them over with the newly-engaged technical expert and the result of their consultation will forthwith be explained by the Engineer to the Head
